Highlighting a character is tedious to do when you have to replace several characters and error-prone if you use the mouse. Overwriting is is the act of replacing the character before or under the cursor, depending on how the cursor icon is represented. When you type another character it replaces what was there.
I guess the net effect is the same as you describe, I just don't want to be required to constantly highlight and replace characters when many editors allow for this.
You cannot reliably find and replace a single character without being forced to skip some finds.

Could you give a little more information about this RFE?
Using the ACS Run SQL Scripts function I seem to be able to select a single character using normal click and drag and then over type.
See attached screen shot where I select just the 0 between single quote '0' once highlighted, if I was to type a 1 it would overwrite it.
If it repeats you can use the find and replace.
If I'm missing the point of your RFE, please expound.
