Improve ACS Run SQL Scripts formatter

You need to allow for more options when formatting SQL statements.
1. Move the qualifier of the JOIN clause to the same line as the JOIN clause.
2. Allow for introducing more space around commas, parentheses as is done for comparison operators like =.
3. Distinguish between CTE comma separated list and a field separated list when deciding what to do with SQL text while formatting.


Use Case:

We do write SQL scripts that get into the thousands of characters. If we need to "debug" the statement from a program we copy the statement from the static code or (mostly likely) run a home grown utility messaging function that produces the dynamic statement to a program queue message that we can then print in detail, from which we copy the statement.

If the statement is dynamic the statement is not formatted as we usually reduce the overall size by eliminating duplicate spaces among individual lines. This leads to statements that can run but run together make it difficult to visually work the statement.

Having a tool format our SQL statements for us does improve our performance but the changes above will add to that improvement.
