Add the ability to split out the 5250 firewall rule so that non-secure ports can be disabled or blocked while allowing the secure connection through.

We had a request from the ISERIES Team to block non-secure 5250 connections. we were not able to satisfy this request due to the restrictions on the HMC Firewall.
