Allow to initialize arrays using %list

Allow for arrays to be initialized using %list command, for example: dcl-s allowedValues int(10) dim(4) inz(%list(1:2:3:4)); Plus error checking when initial value exceeds array size etc.

Please add availability info to RPGLE BIFs, SQL functions/procedures, catalog views and IBM i services (like table functions, etc.). Some information like: Available since 7.3 TR 2 and 7.4 This would make it easy to check backward compatibility.
