Support iSCSI targets other than just AIX

The AIX iSCSI sw initiatior problems are only supported when the iSCSI target is also AIX. This makes iSCSI a non-option in the AIX world. IBM needs to support the iSCSI sw initiator as a standards-based adapter for it to be relevant.

Add SNMP support for intefaces faster than 1GB in AIX 7.2

In AIX 7.1, 7.2 SNMP agent give a value of 0xfffffffe for interfaces that are faster than 1GB. This should be returning the actual interface speed. This makes monitoring AIX via SNMP impossible and SNMP agent becomes useless.
