Add tags found in HMC frame and LPARs to PowerVC

By allowing PowerVC to utilize the tags created in the HMC it would provide a consistent tag "naming" standard across the two products and save time.

Allow the size of the rule pane within Rule Wizard to be more adjustable for visibility and ease of use.
