In the new UI when a Virtual Network is created, indeed a vswitch can be created. But the Virtual Network is not needed in this case. When removing it, when the last Virtual Network for the vswitch is removed, the vswitch is removed, and so the sandbox vswitch is gone. With the previous interface a standalone vswitch could be created as can be done on the command line. The capability was lost with the Advance UI, so I do not think this should be seen as an enhancemlent request but a defect that needs to be repaired.

Hi,
A new vswitch can be created from the Enhanced UI. When you add a virtual network, you can select an existing switch or create a new vswitch. In this case, it looks like the intention is to create an internal network and not a bridged network and so while adding virtual network, "internal network" option can be chosen along with creating a new vswitch. Please let us know if that addresses your concern or if there is a different use case.
