SSL/TLS support for SET_SERVER_SBS_ROUTING

We have a number of customers within our Managed Service offering, all of which are using ODBC/JDBC connectivity.

To enable us to manage these connections we are adopting the use of SET_SERVER_SBS_ROUTING to route users into different subsystems.

We now have to ensure that all of these connections are established as encrypted connection, and the lack of SSL/TLS support for SET_SERVER_SBS_ROUTING is hindering us.
