Allow ephemeral port range to be defined for FTP server

Provide a means to define a limited range of ephemeral ports available for the FTP server to use for a passive data connection.


Use Case:

Currently a firewall must open all ports 1024 and above to allow for a passive FTP data connection from a client system.

    This feature is enabled in the following PTFs for each supported IBM i release.
    SI66203 V7R1M0
    SI66204 V7R2M0
    SI66205 V7R3M0
    With these PTFs applied, the FTP data connection's ports can be configured by adding system level environmental variable QIBM_FTP_PORT_RANGE. For detailed usage, please refer to coverletter of these PTFs.
