IBM I DB2 - allow a wildcard filter across a resultset row on select

I'm am reviewing REST API programming. I found this article http://www.vinaysahni.com/best-practices-for-a-pragmatic-restful-api#advanced-queries. With regard to 'Searching' being used with pagination, then I run into a problem. Basically I can't find a way to do an wildcard search over a row. I could loop through the resultset to do a wildcard check but it will be inconsistent when using OFFSET and LIMIT because the count would not be used in OFFSET and LIMIT.

Use Case:

What would be great would be something like

SELECT First_Name, Middle_Name, Surname, Age from X where state = 'CA' having upper(resultset(like('%JOHN%')) OFFSET 100 limit 20

We decided not to pursue this request for the following reasons:
    1) Performance is likely to be poor
    2) False hits could be returned
    3) Other major databases don't have such a feature
    4) The SQL Standard does not include this support

    Your sql

    SELECT First_Name, Middle_Name, Surname, Age from X where state = 'CA' having upper(resultset(like('%JOHN%')) OFFSET 100 limit 20

could be done by concatenating the columns to search:

SELECT First_Name, Middle_Name, Surname, Age from X where state = 'CA'
AND UPPER(First_Name CONCAT Middle_Name CONCAT Surname) LIKE '%JOHN%'
    OFFSET 100 limit 20
