Pick up the workload group from the job description for a user profile when swapping in a prestart job

In an environment with a large number of service user profiles accessing the system for a large number of different applications, workload groups provide the ability to control CPU resources at different levels for different applications. 

The workload group can be specified on the job description.  When a service profile accesses the system via DDM/DRDA, ODBD, JDBC, etc., and has a job description with a workload group specified, the change job that is done does not change the workload group.  The Change Job API, format JOBC0300 does not include the workload group.

This idea requests that when swapping a user profile and changing the job, that the workload group be picked up from the job description. 

Yes, there are other ways to work around this, such as putting the work in its own subsystem. But supporting a workload group when swapping user profiles add another level of flexibility.

    The CAAC has reviewed this IBM Idea and recommends that IBM not implement this request.

    With the high priority list the team has, the workaround is a valid option.
