Could you please try the following option to see if it is an acceptable solution to supporting configuration of System libraries?
As a part of the Initial Library List properties for the Objects subsystem under a connection, you have the option of specifying an Initial command where you can add the Chgsyslibl command. This can be done as follows:
1) Under your RSE connection to your IBM i system, Right-click Objects and click Properties on the pop-up menu.
2) Select Initial Library List on the left pane.
3) In the Initial Command field, type the Chgsyslibl command or call another CL program that will run your initial commands.
4) Click OK.
You can use the properties of any of the subsystems to set connection information such as running an initial command.
