sh/ksh support for large files

/bin/sh is unable to handle large files. this causes problems with shell archives and other scripts that need to interface with large files where /bin/sh is used.

configuration parameter needs to be logged when exceeded

maxuproc : specifies the maximum number of user processes allowed. When this number is exceeded some programs behave unpredictable and there is know way to know what the problem is since it is not logged (errpt nor syslog)

AIX does not support IKE fragmentation

AIX does not support IKE fragmentation, resulting in the certificate chain needing to fit into a 1500 byte packet along with other IKE payload. Therefore certificate chains larger than approx. 600 bytes will not be supported (no workaround).
