Setting cap/uncap for existing VM in PowerVC

Currently PowerVC allows setting cap/uncap mode via compute template before VM creation. There is no way to change this once the VM is created. The request is to allow cap/uncap to be changed after the VM is created.

BRMS ICC - avoid loop when no more media available (using volume prefixes)
