IBM i java CMS Provider in java.security

I wonder why despite of all that security.providers in java security file for ibm jdk8 and jdk11 the following is missing:
security.provider.12=com.ibm.security.cmskeystore.CMSProvider
For reading the default *system keystore or some websphere keystore files you need that entry but you have always to add it yourself.
After a ptf update this change has to be redone.
Of course i know you can provide your own java.security file, but what reasons speak against of adding also the cms provider to the default list?

    Default java.security affects the whole system. Adding one more provider brings extra loading work. There is no evidence that this provider is widely used in most Java applications. Suggest submitting the requirement to application team to discuss whether a customized java.security file can be shipped along with the java application.
