Change CRTRPGPGM command to allow debug option *SRCDBG

I have a few customers who have OPM code that cannot be migrated to ILE. The conversion needs a huge project and the company is phasing in ILE as code slowly. Some code cannot be converted to ILE immediately especially if its an active program.

Use Case:

Debugging OPM code is not possible without the debug observability using the system debugger.

I have developers who constantly forget to prompt the command and add OPTION(*SRCDBG). This happens when promoting into production.

There are multiple options to provide this solution with no additional updates from IBM

RDi already has the CRTPTGPGM set up to use OPTION(*SRCDBG) - this doesn't use CHGCMDDFT, it's the "default" as installed and can be changed in the "Work With Compile Commands..." menu option. So I recommend that people use RDi, especially in light of a modernization project.

The command default for CRTRPGPGM can be changed so that OPTION always has *SRCDBG. This isn't a change that IBM is going to make, but the customer can make at anytime. Use the CHGCMDDFT command to change the CRTRPGPGM command.
