Performance Cycling at 12:00 AM on multiple Lpars cause CMC Enterprise core usage to peak lasting 800 microseconds giving very high average core usage

Let.s say you have purchased IBM CMC Enterprise Pools2.0 concept, and you have license for 10 core and 1 core credit. Your average per minute usage is between 6-7 core all day. But a 12:00 AM when performance collection is cycled on all your ibm i lpar/partitions , then during 800-1200 microseconds during around  12:00-12:02 AM all lpar cpu peak at 80-100% CPU, if Capped,  causing us to use the 10 core license we have and also some of the 1 core credit.  If we spread the cycle time on the lpar over an 6 hour period , f.ex cycle 01:00-02:00-03:00 and so on, we can make core usage go down to  7-8 core usage on daily average . According to what ibm performance team says when opened an service request is that performance cycling and 5770PT1 is working as designed and asked us to open an RFE . It would be nice if ibm could change the design not to cause this short 8-1200 microsecond peak in cpu during 1 sec when cycling. We are several customers to ibm using concept CMC enterprisepool2.0 having the same problem  -its preferrable to Cycle the 24 hour performance member at 12:00 AM on all Lpar .

This issue comes up when there are very many IBM i LPARs that do performance collection cycling AT THE SAME TIME. IMO, this issue should be easily addressed by changing the Cycle Time of each LPAR to a slightly different time, say 1 or 2 minutes apart.

I'm very interested in WHY "its preferrable to Cycle the 24 hour performance member at 12:00 AM on all Lpar ." I see no mandatory technical reason whatsoever for this preference.
