Allow for MONMSG MSGID(*ALL)

It is not possible to create a program that monitors for all messages. Examples of CL programs that want to do this are Unit Testing Frameworks, Event Dispatching frameworks, etc..

Often it is not possible to know what messages return from a command. IBM commands are generally (not always) well documented and tell what messages are returned from a command but many times it is unclear what to monitor for.

Examples of bloated monmsg commands are:

MONMSG MSGID(MCH0000 CPF0000 SQL0000 CEE0000 RNF0000 CAE0000  CPA0000)

It would be great if we could get MONMSG MSGID(*ALL)

    Isn't this request equal to use the MONMSG MSGID(CPF9999) ?

    CPF9999 - Monitors for function check messages. If an error message is not monitored, it becomes a CPF9999 (function check).
