IBM is recommending to stop using QDLS since 2010. Symmetric Multi Processing and using QDLS are also not a good combination.
Sun setting QDLS is maybe a bridge to far, but giving the option to prevent QDLS from being mounted during the IPL, is maybe a good step into the right direction.

Administrators that want to prevent users from accessing the QLDS file system already have the ability to set permissions on the /QDLS directory to prevent or otherwise limit user access. If the problem is that users with elevated authority continue to use the file system after access restrictions are put in place, that becomes a matter for the user's business to resolve through education and managerial encouragement.
Just curious, why not change the security on it so that it is inaccessible? What problem are you trying to solve?
Fellow coworker has elevated privileges and I'd really wish he'd stop using it and I'm trying to find a way to force him.
I'd like a business reason to convince my management to upgrade to a newer version of the document management software we're using so I'd like to be able to say QDLS is becoming unsupported?
I think this is an excellent idea, something like a system value that removes the ability to access QDLS.
