Remove 'ping' as product requirement (be able to bypass 'ping' results)

Currently, when adding HMCs to VMR and when performing discovery/verification of storage agent, VMR performs a 'ping' to determine if the HMC or storage agent is up/operational. If the 'ping' fails, VMR does not proceed to configuring HMC or fails during storage agent discovery/verification.
While this is a good idea, this prevents VMR from working in cases where the customer has disabled 'ping' or ICMP for security reasons.
In this case, it is reasonable to assume we should be able to bypass 'ping' via some option/variable/flag or there should be some other more robust method of determining if the HMC/SA is up.
Having the 'ping' test has its purposes and is reasonable to have that; however, we could give the customer option like:
- being able to 'ignore' ping failures via some flag or 'force' option
- using a different verification method (for example: for HMC, use a REST request with a specific timeout or for SVC use SSH request with specific timeout)
- nothing is perfect but depending on 'ping' to always be available makes 'ping' a product requirement
