Provide capability to use non-root user onVM Recovery Manager HADR

VMRM HADR 1.4.0.2 requires that all operations, CLI and GUI, are configured and managed using the root user.

The GUI sends commands to the AIX KSYS instance using ssh but it is standard practice for Banks to change /etc/ssh/sshd_config to the following:

PermitRootLogin no

This allows root to log in to the console but not by any other means.

With this set the GUI cannot submit commands to the KSYS instance, even if it is on the same LPAR.

This setting also means that KSYS cli commands can only be entered from the LPAR console or by having another user using su - to run as root.

    VMRM 1.5.0 introduced RBAC at GUI, where non-root users can also perform DR operations. But to register KSYS with GUI, still root access is needed.
