issues with netcd

netcd is unable to handle the dynamic nature of the GSS (Global Site Selector) based DNS record/ TLL. when the DNS record becomes unavailable and netcd is handling the entry as ‘stale' entry in netcd's cache.
When the DNS entry comesback online , netcd is unable to recover dynamically and we are required to flush the netcd cache or wait for the cache to timeout.

Other operating systems like Linux does not behave the same, handling of this capability should be fixed in AIX.

    Although the current netcd is behaving as designed, namely if the netted.conf does not provide a timeout for
    cache entry, it will use the timeout coming from name server for both positive and negative response.
    Because the negative response netcd received from name server is quite long (15mins?), the entry
    doesn't expire for that duration. In this window netcd doesn't make new DNS query even though the
    previously failed name server has recovered.

    The GSS use case requires that netcd has the ability to overwrite the timeout value of the negative
    response from name server while still respecting the timeout value of the positive response (from DNS).

    We have another customer requesting the similar functionality.
    Hence will make the enhancement in the coming fall releases.
