The ability to switch the keyboard has been provided in the July 2017 update as described in PMR: 47619,000,856
With ACS, it is not necessary to switch the OS selected input language in order to type characters for these languages. Instead, the default key mapping of Ctrl-N will switch to the national layer and the default key mapping of Ctrl-L will switch to the latin layer. This means there are two key sequences to remember for switching between the language layers.
An additional host function, "Switch Keyboard Layer", has been added which can be used to switch between the language layers. This host function can be mapped to a key sequence so the user can switch back and forth between the latin and national layers with a single key sequence. Please note, that they cannot use the same key sequence as the OS uses to switch input language.
IBM has received this requirement and is evaluating it. A response will be provided when evaluation is complete.
