INavigator Security Doesn't Work

iNavigator security not working.
Restricted user still shows access to all of iNavigator options.

Use Case:

Have need to put monitors in iNavigator on web enabled TV in our office to display system performance monitors.

Objective is to give user ONLY access to display monitors, so that no one can use TV to use any options in iNavigator.

Jumped through all hoops in document: https://www.ibm.com/support/pages/authority-navigator-i-system-monitors

User class user profile created with no special authorities, or group profiles.

1) I gave user *ALLOBJ (absurd since I'm trying to restrict access)
2) added user to 2 authorization lists identified in document.
3) Removed "Default Access"
4) Went into EVERY other iNav option other than monitors and "customized" to put user in "Access Denied" category.

When I sign in as that user, I still have all access to all items in iNavigator.

I opened the case referenced in this RFE and the Technician who was helping me could not make it work either.

A user should never be given ALLOBJ when you are trying to restrict their access, and there needs to be a simple "read only" function and a "display / non-display" toggle that would prevent a user from even seeing options like Network or Security links.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Power Systems
    Product - IBM i
    Component - System Management
    Operating system - IBM i
    Source - None

For recording keeping, the previous attributes were:
Brand - Servers and Systems Software
    Product family - Power Systems
    Product - IBM i
    Component - Other
    Operating system - IBM i
    Source - None

Today while continuing testing, I removed general access by deselecting "Default Access".
Shortly after, I had a help desk ticket opened that a user was no longer able to access IFS documents via ACS that they have always had explicit access to.

Why would changing iNavigator security, stop ACS IFS access?
