Add the IBM i VxRy to SQL UDF/UDTF/PROC documentation e.g., "Available on V7R4"

When looking for SQL functions procedures, etc. I often have then determine if the release I am targeting is has that function available. Today I have to switch the IBM Version Environment dropdown to that release and wait for it to either show me the same page or show me that "Couldn't locate that page" message. Most APIs have a "First available on V5R2" footnote. Since SQL Functions are growing like mushrooms, it would been helpful to have that first available release documented. (I personally don't care about the specific TR myself, but that wouldn't hurt either).

    IBM does not intend to record this same information within the individual IBM Documentation pages.

    In addition, there is a table on every system named QSYS2.SERVICES_INFO that lists the services available on the system including initial release information and most recent Database PTF Group that changed the service.
