You mention using %list as the first parm to %scanrpl. Could you also use %range there?
So something like
MyText = %scanrpl(%range(x'01':x'39'): '?': MyText);
Would give the same result as the proposed *control.
However, if this Idea is implemented, it would likely be a more general enhancement to support %LIST or an array as the first operand of %SCANRPL, rather than supporting a special list like *CONTROL for control characters.
