I had ACS running and had quick startup until my company threw a software package on my laptop called AppSense and a DataNow component. Oh, and they didn't announce they were installing it and restricting anything. So it was a surprise.
Now it runs like a dog and takes a full minute to open my ACS that used to be rocket fast. And it happens for every system connection, not just the first. And I am on a SSD drive developer laptop that is 1 yr old.
So check for some restriction in software on your system.
We had this issue too. Turned out to be antivirus. We had to exclude the path where ACS is installed.
There are a lot of factors that determine observed startup performance including: running it remotely, locally, hardware being used, and other software running at the same time. For example, after rebooting (so nothing was cached in memory) an older PC running Windows 7, I observed a 20 second startup time for a local deployment. The same scenario on a newer Mac with SSD drives took less than 5 seconds. I'll suggest you open a PMR and work with our Service team if you would like additional assistance.
