The BRMS team needs more information to further assess your Request for Enhancement. BRMS offers the concept of setting up move verification. Would this possibly work for your situation? Please reference the BRMS wiki information related to Setup 4 at the following location:

In the Advanced Job Scheduler you have the option to check if a device is varied on before a AJS task running the MOVMEDBRM is executed. This option can be found in Navigator for i => Work Management => All Tasks => Advanced Job Scheduler => Scheduled Jobs => Scheduled Jobs => Right click any job => Resource Dependencies. Here you canb set the dependency for a Tape Library to be available before the job is run.
It might not be what you want, but I assume for the time being it is a valid work around. Of course only if you have the Advanced Job Scheduler.
