Make SRR fully Hyperswap compatible

Currently, Simplified Remote Restart won't work if you have Storwize Family Hyperswap Storage and part of the infrastructure is unavailable (SAN Switch, IO Group, VIOS) since the HMC is unable to reach fome target WWPN from the target POWER server.
Since Hyperswap is a shared storage solution, SRR should work.
Please allow the SRR to bypass missing target WWPN (eventually with a new command line switch)

    VM Recovery Manager HA or VM Recovery Manager DR in shared mode already handles this feature.
    When only one of the controller is up, VM Recovery Manager can still restart the VM by using available controller ports.
    It is not required to have Hyperswap all controllers target ports be up during restart. When one of the controller is down, restart still continues using paths of the other controller.
