Thanks for making the request. At this time, we do not plan on providing the ability to move options around on the main panel. See sections 9.1 More command-line Options and 9.5 Customized Packages in the GettingStarted document for customization options.
I appreciate the feedback on this request. Believe it or not, we have end-users that are NOT Programmers. We do NOT want them to see all the options, such as General, Database, and management. Nor do we want them to have direct access to the Systems dropdown. The ability to setup dozens or nearly 100s of users easily and consistently is a show-stopper for us with ACS--it will never be used unless this capability (customizable or direct access) is provided. Not only on Windows, but on Apple Mac as well.
